Bob,

The water is free. You're paying for the incoming distribution system and the outgoing sanitation plant, which is mostly fixed cost. One gallon or a million, those costs don't change.

Annoying, I agree, just one of those sad little accounting facts that affect cities that overbuild facility or experience population shrinkage.
