By some metrics, they have already taken over the world. They certainly out ship x86 by a wide margin on a unit basis.

The key point is that clawing up from below seems to be working better than extending down from higher up the performance curve. At least that appears to be the case for the last decade or so. Its always possible that trend reverses. I'd guess it would be much more likely to reverse if the business aspects were also reversed, i.e. if Intel supported wide licensing, and ARM attempted to keep a tight monopoly.
