What the shorter does is borrows someone elses stock and sells at current price. He is then hoping stock price falls and continues to fall. The more it falls the more he makes. If the stock starts to turn upward he has to buy the stock back to cover. If he shorts a stock at 15 a share and it drops to 10 he makes 5 dollars on the share if he buys back at 10.
