I still don't buy the guy's explanation, that the waivers were a "byproduct of local law rubbing against the new national legislation."

Like I said, why do businesses in San Francisco get a disproportionate amount of waivers, but not those in Phoenix or Houston for example? What makes SF's local laws special but not those of other cities?

The obvious answer is politics.

Same with the "stimulus" bill. The biggest beneficiaries are the ones who contribute to Democrats.

OMG. You need to check your facts. While Rs were trashing the stimulus with their left hand, they were grabbing the money with their right.
