Two ways. One by imposing some market discipline, some actual consumer behavior by patients who have to consider costs. The 2nd is that the government wouldn't be letting their subsidies of the industry grow as fast so that their wouldn't be sufficient dollar demand to drive prices up as quickly. If the former effect is predominate then costs are contained with less pain. If the latter, then there will be a bit more pain to the process. But that's pain compared to an open ended commitment to pay however high costs raise, which may be made by politicians, but which is unsustainable.
