No, lying isn't illegal. Perjury is. If he lied without perjuring himself he almost certainly would not have been impeached or disbarred.

An argument can be made that he shouldn't have been required to testify in the first place. I'm not going to endorse or oppose that argument at this time, just point out that he was forced to testify under a law he signed. Should someone who helps make a law, who puts it in to effect, be immune from it? He was governor then president, not absolute monarch, politicians don't and shouldn't have a special status where they don't have to follow the laws they make.
