If he answered honestly and accurately he would say by having the cold war end allowing a slashing of the size of the military, and by having a huge military buildup before you become president so you can reduce military equipment purchases beyond just the reduction from shrinking the military, by relying on what your predecessor paid, and by restraining the growth in non-military government spending, and by having a healthy economy, a stock market boom, and a tech stock bubble, and by signing off on a welfare reform bill passed by a Republican congress.

And yes the tax increases also played a role, but the other factors represent the majority of the difference from today. Those other factors are either specific to the time and not easily replicated, or they are the opposite of what most on the left are calling for today.
