Tim, I didn't quote the whole sentence. You tend to post a lot of run on sentences and the second half didn't have a lot of bearing on the first half.

So, in your mind, what would the whole sentence have changed?

"Which are not contractual obligations."

Umm, right. The government took SSI contributions with the promise to pay. They have it in the budget. So what was it then?
