ogi, in a nutshell, Andre is saying that the the water is too shallow off Grande Vallée, so major capex and possibly environmental concerns re building a wharf there ... otoh, the port of Gaspe is 100 km away, so if you want to supply all of Quebec, that's 17,000 tons per day in 30 ton trucks ...
Claude, otoh, is saying that with a project this big, it WILL be worked out, the players/Quebec gov't will make it happen ... this will be addressed in the feasibility study due by the end of the year ...
