A very large portion of the cuts in force size occurred under Clinton, and a strong majority of the savings from the cuts in force size occurred under Clinton (cuts in size can increase short term costs). Beyond size readiness decreased under Clinton. Those are the facts.

Bush I cut active duty military personnel from 2.2 million to 1.8 million. Clinton cut active duty personnel from 1.8 million to 1.4 million, roughly the same size cut, and a larger percentage cut. And from 1993 to 2000 the navy shrank from 454 ships to 341. Saying the reduction in force levels mainly ended under Bush I is making a false statement.
