I have found BIC shavers these days to be of indifferent quality no matter where they are made. Here is pic of me after two shaves with a Bic.
No reason to expect pens would be any different. Most advanced quality inspection technology for surface defects, cracks, in manufactured parts, circuit boards etc is US that I have heard of. You would think the Europeans would lead the field. Suspect counterfeit products when you see MIC stamped on it. Or any small plastic or other product. Huge enterprise China side is false branding. Don't know about Mexico in that department.

A good idea would be to stamp a hologram on products with a serial number and keyed message made in asymetric code by the company's private code for that series. The key would change regularly, but have date stamp. It could be decoded by the company's public code for that series so anyone with appropriate equipment could scan the product and determine if it were fake.
