I'm not sure that's true. I know at least that vouchers are quite common in some countries, I'm just not sure if they go beyond common to predominant.

None of those are predominant, and those that are fairly big don't resemble what's being proposed here. Note the European ones are non-profit.

Yes, the political power of teachers unions (at least that's the reason in the US), and the centralizing and socialist instincts of politicians.

Oh Gawd. We've discussed this before. Centralizing and socializing are not just the instincts of politicians, they are the instincts of humans. And out strength.... what made us the dominant species on this planet.

Centralizing and socializing is what we humans do. In everything and every where.
