It isn't in the name of Homeland Security. It is just home rule for the department. I am sure they existed before the war of terror. What it does represent is WASTE and it is present in every federal agency. That incident of the Swat team raid for student loans is reminiscent of the Seinfeld overdue library book episode. Only far, far more exaggerated.
