I'm not going to argue in favor of the mandate. But I do think its more reasonable than many other local, state, or federal, intrusions in to the economy. Whether or not it has sufficient justification, it has more justification behind it then say rent control, or the way taxi medallion systems are run, or many of the occupational licensing requirements, or the Boeing NLRB case.
