Washington Gov. Christine Gregoire will announce Monday she will not seek a third term, creating the fourth open seat gubernatorial contest of the 2011-2012 cycle. A Democratic source tells POLITICO that Gregoire will say she'll forego another campaign during a news conference at the executive mansion in Olympia at 1 p.m. Eastern time. The two-term Democrat has been saddled with sluggish poll numbers, registering just a 37 percent approval rating in April, according to a SurveyUSA poll.
