CIA and NSA handle counterterrorism outside the US borders. Surveillance is supposed to be handed off to the FBI at that point. There was the case of two of the 911 hijackers that the two agencies failed to enter into the terrorist watch database. Domestic tracking of these hijackers would have led to at least three more of the 19.
