FPGA's can be anything you want - that's why they are called Field PROGRAMMABLE Gate Arrays. DSP is just an acronym for Digital Signal Processing - it can be implemented in any fashion, like on a processor, or in a gate array. The thing about a gate array is that you can change it's configuration for the application you want, making it more efficient. With a processor, you are stuck with what you get - a fixed piece of hardware that tries to be everything to everybody. Now, don't get me wrong - processors are cheaper, and TI is very good at cost competition (I dumped Motorola chips for TI - cheaper and better!). But speed is important, too - and efficient DSP means lots of speed. It's kind of like a 4x4 that can be torn down and rebuilt into a sports car after you are done with a day in the mountains and want to drive the city. You pay a price, but in the long run you save money because you don't have to buy a new car as often. Xilinx also has .25 micron technology.
