Because it should be obvious that you make cuts before your ruin your bond rating. I think Geitner is a crook and weasel, but he isn't going to pay for the salaries of the Park Service over paying bondholders interest. If he does do that, he will have a firestorm on his own head for causing a default that wasn't necessary.
