This is BS.. The inherent flaw is that EVERY interest group that has control of governmental purse strings can "vote" themselves greater access to the treasury.

It might be the nobility, or corporate elite who support the nobility, or the military who provide national defense and public "order" just as easily as it might be the voting masses.

The difference in democracy is that people vote to distribute the national wealth, whereas without democracy, only the powerful are able to dip into the governmental trough.
