two self-only policies costs more than one self-and family policy to cover the same two people.

Gay couples were covered not by single policies, but by "family" plans, just like regular married couples. Now that they are allowed to marry there may actually be less abuse, since only those who will be willing to make the more serious commitment will be able to share such policies. Getting married is more complicated than simply asking an employer to add a partner's name to the list of beneficiaries.

There will be other implications, like survivor benefits, inheritance, citizenship, etc. Bottom line - stable, committed relationships will win, more casual involvements will lose.
