Most State departments of wildlife manage and release pheasant as well and you pay for this via your taxes and tags. I've hunted Skookumchuck for Pheasant - corn feed birds are much tastier than wild. Killing these birds is the only humane thing to do as they are so stupid the escapes just stand in the road waiting to be feed after a few days later. wdfw.wa.gov What Cheney did was have a great time using his own money with private companies on private land with good friends.
