Is this decline partly a function of the decline in world cash?

Yes, but I've stopped using that term because I couldn't make it sufficiently rigorous, at least not on an elementary basis.

If I assume the investor class lowers their stock allocation, raising their cash reserves...

Sounds like exbirds on CNBC talking.

Austerity measures are only a small piece of the solution.

I thought I conveyed the idea that austerity won't work. It never works. In this context austerity means adaptation to growing poverty. It doesn't mean to reduce the largesse provided by aliens which then forces a country to become more self sufficient.

If those in power really want a solution and not just power.

Those in power don't really have much say in the matter. Whatever they decide will be rejected one way or the other by the people. Eventually, a PIIG country, its individuals, must break this impasse by refusing to pay. Then, the only possible solution and the good one is automatically invoked. Aliens stop sending money, and the people have to produce as individuals.

They won't work unless they have to in order to survive. Governments have to get out of the way in order for that to occur.
