I can only speculate....

But I imagine it has something to do with clearing out tangled old growth that is then replaced by younger vegetation.

I have personally seen this in Wyoming, West Virginia and Arizona

this photo is from a mine in West Virginia. This is the mama bear (otherwise known as a sow). She had three cubs. One or two cubs is the norm
