If anyone had been doing the kind of testing they're doing today back then, Love Canal would have been recognized early on. Just as fracking would be today if it were harmful. Love Canal happened 60 years ago.

I don't doubt it would be safely; but not very cost effectively. Were someone to decide it was a good way to dispose of toxic substances, I don't know that I would be particularly concerned about it.
