The U.S. has decided to formally resume contact with Egypt’s Muslim Brotherhood group


We've nothing to lose by communicating with them directly, which I think is what is meant by "formally resume contact". I'd be more concerned with what the US says to the Muslim Brotherhood than by the mere fact that we're in communication with them.
