Brad,
Let me clarify my earlier comment. By management buying half of the shares that PBGC had for sale, this shows me that management BELIEVES its shares are undervalued. What other reason would they buy their own shares? I believe they knew this was a large overhang on the stock and a sustained move in the share price could not occur until these shares were bought by interested parties. In answer to your question of what price PBGC sold their stock, I have a call in with the company and I will post the answer as soon as I receive it.
