It appears that LightSquared made an aggressive play that's consistent with a trend to slice 'n dice spectrum more tightly. Reading upstream comments from you, petere and others on spectrum sharing/interference, one gets the sense that we're dealing with preparatory issues for cognitive radio.

LightSquared's offer: initial confinement to 10 MHz of spectrum use, which gives the GPS industry time to improve discrimination on ~200,000 receivers. Technically achievable, but with a cost. Whether the FCC is in a position to impose a decision on receivers is not clear, but it seems that authority is consistent with solving the immediate problem, and also longer-term cognitive radio issues. Perhaps it will require legislative action. Given the polarized political environment these days, that might mean delay or worse. Still, "splitting the loaf" on the LightSquared/GPS issue and clearly giving the FCC authority that will be needed anyway seems reasonable.

One has to admire the chutzpah in LightSquared's strategy: a gamble with clear risks, where they appear to have read the intersecting trends, pressures and probabilities very well.
