Sorry I should be more careful not to alarm people. I got PMs from lurkers who were afraid I was going to delete their accounts.

I am deleting registrations from people who have NEVER posted AND have not logged in for at least 3 years. The vast majority of them registered and never came back (or forgot their login and re-registered later).

In other words, anyone who has ever posted on SI has a permanent account.

So the profile you linked to would definitely not be considered "dead" :)
