>> We spend $320 Mn on military bands...she says $200 Mn is enough and the repugs say NO they need $320 for this Socialism

It is worth noting that none other than Condi Rice, of GWB administration fame, was the first to point out the ridiculousness of spending more on military bands than we do on FSOs. And that Bush's Secretary of Defense, Robert Gates, reiterated the point in the context of further ridiculing the congressional budgetary process.

Rather than trying to make it a partisan issue, it is more reasonable to interpret it as an indictment of having government do ONE DAMNED THING more than what is absolutely essential. Starving the government of funds is the only way to get this absurdity under control.

And the Defense Dept spends $63 Mn sponsoring NASCAR race car owners and millionaire drivers and she says $20 Mn is enough. And the repugs say NO they need this Socialism...and on and on....

Arguably a reasonable recruiting expense.

Who is doing the "destroying".?

Congress. But it is inarguable that democrats are more culpable when it comes to bad spending decisions than are Republicans.
