There is no default if bondholders are paid but Federal Workers are Riffed. Less than a third of the budget is interest payments. Rating agencies won't call default unless that last third, actually less, isn't paid. That leaves a LOT of possible spending cuts, that are forced. The Odumbo Stimulus has to be one of the stupidist programs of all time.
