It's really just elites allowing the elites to "police themselves". After all, those corporate criminals that steal billions may have served in government, and those serving in government currently may later be a CEO, or on a corporate board somewhere, or at the very least a lobbyist FOR corporations. They don't want to put THEIR KIND in jail, just because they got caught! Jail is for Negros and Hispanics, not the white elites!
