Wayners "Notice MN didn't default. They enacted forced spending cuts." But things are so bad up there you can't even buy a lottery ticket. That is my favorite tax on the poor. They wait in lines to give their money to the government. Even some of the people who pay no federal income tax participate. What a great tax.
