The idea that the federal budget is structured remotely like state budgets is three levels below flimsy...but it's a slick argument if no one looks too closely.

Which is why it ran in the Examiner. They used to dump free paper copies on my street but that stopped a while back, they were probably losing too much money to maintain actual circulation.
