What you quoted is part of the permit as issued. It has nothing to do with any changes to the machine. The permit testing was done at a feed rate of 1000 lbs per hour. This testing requirement is required once the system is operational at full authorized production rate of 2000 lbs per hour. It has nothing to do with changes to the system other than the increased feed rate.
