Do I need to quote the draft permit that required all engineering documents and operations manuals be submitted to the DEC? Kinda hard to do that when you're still redesigning things... The "JB is redesigning things now" theory requires suspension of all common sense. 18 months ago the process "invented by JB" was a done deal, Sousa lined up as a JV, shopping for a ship to install it on, etc, etc... Now? Just gotta redesign the unit! Was the readiness of JBII's "process" misrepresented 2 years ago?
