That's an excellent distinction. Research & Development versus Deployment. I think all of us on this thread have really be frustrated by our government choosing the products they want to win. That's exactly the Deployment spending that we would like to avoid. I totally agree with that. The long range Research & Development work they have done, including the Manhattan Project, NASA, and Darpa have yielded some really great spinoff tech that has resulted extraordinary wealth creation when private companies licensed the tech or purchased it and the Deployed it.

So Gov't spending on R&D is great, but leave the Deployment of all of that to Private industry.
