It almost raises to the level of child abuse. These kids are teenaged. Just because 18 becomes age of legal adulthood in this country does not mean 18 year old kids understand the ramifications of what group influences can lead to. Their frontal lobes don't fully develop until the mid 20's. If one connects mental development with legal age, it could be understood that some adults over 21 are still children, mentally.
