If we raise the debt limit and do nothing about the underlying problem, how will that prevent a downgrade in our debt rating? I would think it would precipitate a downgrade even sooner.

Let's take on your (fallacious) premise...who's suggesting that we raise the debt limit w/o provisions for debt reduction?
