Perhaps but I don't think it's that simple.

I happen to know someone who dined with the President (really!) last week. He was expressing intense frustration with the allies, particularly France. They're not interested in helping, they just want to sell to Saddam.

The coalition is weak, but the President is really interesting in keeping a lid on this guy.

Of course, he could have been posturing for the crowd, so take it for what it's worth.
