Clinton came in during a recession. Got onboard with a republican Congress' contract with America. Signed the repeal of Glass Stegal. Reformed Welfare. Gave a big tax break to Real Estate. Didn't get into a prolonged war. And went out on top of a Dot.com/2yk bubble. Based on the first and last. Some fortuitous timing was involved.
