Through history, sovereign governments have done everything they can, to maintain their monopoly on:
1. killing (= executions, assassinations, or wars)
2. money-making (= stamping the king's face on gold coins, or printing paper)

Having a competing currency (which they can't control), would be like having a competing army on their territory (with a different list, of who the "bad guys" are that need killing).

A government that loses either of those two monopolies, is no longer sovereign.
