He seems to be talking about 1993. when Motif was the premier, almost only, browser, and the outfits like AOL and compuserve mainly had non-tcp/ip dedicated software to access their closed networks.

In 1993 Microsoft was still busy poo-pooing the Internet. The claim that the government approved of the MS Internet turtle-krieg? Laughable. 1993 was too early to have that conversation, especially at Microsoft.
