No way. Congress owns the power of the purse. clear as day. I think if Odumbo does it unilaterally he should be removed from office for a direct violation of the oath of office to support and defend the Constitution and for breaking the law. If Odumbo can do that, well he can also disband the Congress or have them pass an enabling act to make him Dictator. That's what all stooopid liberals want, a Dictator.
