Tax cuts are generally a good thing.

But if you cut taxes and you don't SIMULTANEOUSLY CUT SPENDING then you have done a bad thing, and deficits will rise.

Bush did a very, very bad thing... he cut tax rates and *not only* didn't cut spending but he actually RAISED SPENDING at the same time (what with all the borrowing for two wars and a new entitlement program all added STRAIGHT to the deficits).
