Close, but no cigar. "Typically" I thought it was required buy law since 1921 for the president to submit an annual budget to congress. If it is passed by both houses of congress it would not require the president's signature to become law. If the president does not issue a veto it becomes law in after 10 days. Section 7 clause 2 US constitution.
