It seems we already know how to breed BG and other algaes. We start with a pure water sources, pollute it with human, farm run off and other wastes then let it run into the sea from a thousand different uncontrollable sources. Voila! Instant algal bloom and hordes of oxygen-deprivation tolerant jellyfish. Ready to blecch dead zone.
