Nope. That would be challenged in court immediately and the DM admin would have to withdraw it.

Basis of challenge : 14th amendment. You see, it goes both ways.

It is possible that no one would challenge it, and then if a "few days" went on for a "few months" which would occur inevitably, then the DM admin is indictable on an impeachable offense. Why is it inevitably? How do you reimpose the ceiling once the cat's out of the bag? Reimposing at a higher level is a de facto violation of the 14th amendment. On the other hand a persistently rising debt ceiling under this fiat condition would cause Tpaper interest rates to rise on trend.
