He didn't say it was illegal. This is what he said:

No, they didn't leave the option on the table. The president's spokesman made the following statement:

“The Constitution makes clear that Congress has the authority — not the president — to borrow money,” Carney said. “And only Congress can increase the statutory debt ceiling. That’s just a reality.”

Nothing was left on the table by this remark. It was stupid of them to admit it, I'll give you that much -- and Bill Clinton slapped the administration around just as Don Vito Corleone took Sonny to the woodshed after the meeting with Sollozzo. But they've stated it isn't legal, and it is inconceivable they would blatantly defy their own position now, having said it.
