I'd cut all congressional salaries and benefits first. Then, pull all troops home from foreign postings, have them buy their own tickets. Close all military bases worldwide. Shutter the Pentagon. End all agricultural and ranch subsidies. Close the VA and all the VA hospitals.

..and on and on from there. The executive makes the choices.
