But I doubt the bumper sticker mentality that supports this realizes that if congress in the future decides it needs to increase the budget for something necessary like war, it will require an increase in taxes (a no tax increases amendment is probably on some minds also).

The first method is for a bill to pass both houses of the legislature, by a two-thirds majority in each, then to be approved by three fourths of the states.

Can you imagine this current congress even attempting that?

The second method is via a constitutional convention.
Either way the proposed amendment must be ratified by three-fourths of states"

Does that majority realize this???

Why is it that conservatives seem to want to govern by constitutional amendment...

1. balanced budget amendment

2. prayer in schools amendment

3. no gay marriages amendment

4. anti abortion amendment

5. English as official language amendment

6. anti immigration amendment

Given their druthers I'm sure a segregation amendment would be favored by a majority....
